Use to say you can do an action or it is possible to do it.

Change the verb to dictionary form, add こと, then ができます.

V(dictionary form) + こと + ができます

駅で切符を買うことができます。

えきできっぷをかうことができます。

You can buy tickets at the station.

この図書館で本を借りることができます。

このとしょかんでほんをかりることができます。

You can borrow books at this library.

日曜日に公園でバーベキューをすることができます。

にちようびにこうえんでバーベキューをすることができます。

You can have a barbecue in the park on Sunday.
