Explanation
When the verb before とき is in dictionary form, the action has not yet been completed at that time. When it is in the た-form, the action has already been completed before the following event occurs.
Usage
Use dictionary form + とき to describe something happening before or during another action. Use た-form + とき to describe something that happened after another action was completed.

Examples
駅に 着く とき、友だちから 電話が ありました。
えきに つく とき、ともだちから でんわが ありました。I got a call from a friend when I was on my way to the station.
駅に 着いた とき、雨が 降り始めました。
えきに ついた とき、あめが ふりはじめました。When I arrived at the station, it started to rain.
家を 出る とき、鍵を 忘れないでください。
いえを でる とき、かぎを わすれないでください。When you leave the house, please don't forget your keys.
家を 出た とき、もう暗くなっていました。
いえを でた とき、もう くらくなっていました。When I left the house, it was already getting dark.
国に 帰る とき、家族に お土産を 買いました。
くにに かえる とき、かぞくに おみやげを かいました。When I was going back to my country, I bought souvenirs for my family.
国に 帰った とき、友人と 久しぶりに 会いました。
くにに かえった とき、ゆうじんと ひさしぶりに あいました。When I returned to my country, I met an old friend after a long time.
