Explanation
Expresses a situation of enablement or receipt of permission, and the existence of capability. Slightly more formal than 〜(られ)ます. Used with verbs expressing intentional human behavior.
Usage
Indicates that something is possible or allowed, or that someone has the ability to do something.

Noun + ができます / Verb dictionary form + ことができます

この図書館では外国の新聞が読めます。
このとしょかんではがいこくのしんぶんがよめます。You can read foreign newspapers in this library.
