Pattern

Indicates that something is not always or necessarily true. There may be exceptions, and the statement does not hold in every case.

Often used with words like みんな, いつも, 必ず, だれでも to express that the assumption these words create is not always correct.

Attach to the plain form of verbs, i-adjectives, na-adjectives, and nouns.

値段が高いからといって、品質が良いとは限らない。

ねだんがたかいからといって、ひんしつがよいとはかぎらない。

Just because something is expensive doesn’t mean it’s of good quality.

外国人がみんな日本語を話せるとは限らない。

がいこくじんがみんなにほんごをはなせるとはかぎらない。

Not all foreigners can speak Japanese.

計画通りに進むとは限らないから、予備案を準備しておいたほうがいい。

けいかくどおりにすすむとはかぎらないから、よびあんをじゅんびしておいたほうがいい。

Things don’t always go according to plan, so it’s better to have a backup plan.
