〜をめぐって

Pattern

Used to indicate that something is the subject of discussion, conflict, rumor, etc., often involving multiple people or sides.

Formal expression. Common with words involving dispute or debate. Often used with verbs like 議論する, 争う, うわさする.

Attach to nouns. When modifying a following noun, use をめぐる + N.

開発計画をめぐって、市民の間で意見が分かれている。

かいはつけいかくをめぐって、しみんのあいだでいけんがわかれている。

Opinions are divided among citizens regarding the development plan.

新しい法案をめぐる議論が国会で続いている。

あたらしいほうあんをめぐるぎろんがこっかいでつづいている。

The debate over the new bill is ongoing in the parliament.

彼の発言をめぐって、社内でさまざまなうわさが流れている。

かれのはつげんをめぐって、しゃないでさまざまなうわさがながれている。

Various rumors are spreading within the company regarding his remark.
