Explanation
Used to express surprise, criticism, or disappointment that a person of such status, ability, or responsibility would do something unfitting.
Usage
It attaches to nouns referring to a person the speaker highly evaluates or considers important. It often expresses that such a person should not behave that way, or that they ought to act in a manner appropriate to their position.
Formation
Attach ともあろう to a noun, typically before 人 or another noun referring to the person.
Examples
国の代表者ともあろう人が、偏った発言をするなど信じられない。
くにのだいひょうしゃともあろうひとが、かたよったはつげんをするなどしんじられない。It is unbelievable that a person who is supposed to be a national representative would make such biased remarks.
大学の総長ともあろう方が、そのような軽率で無責任なことを口にしてよいのでしょうか。
だいがくのそうちょうともあろうかたが、そのようなけいそつでむせきにんなことをくちにしてよいのでしょうか。Can it really be acceptable for someone in the position of a university president to say something so careless and irresponsible?
東山さんともあろう人が、こんな初歩的な見落としをするなんて、いったいどうしたのだろう。

学会の理事長ともあろう人は、最新の研究動向について十分に把握しておくべきだ。
がっかいのりじちょうともあろうひとは、さいしんのけんきゅうどうこうについてじゅうぶんにはあくしておくべきだ。A person in the position of chairman of an academic society ought to keep a solid grasp of the latest research trends.
