Explanation
Used to express that something is done by using a certain thing as the means, basis, or method.
Usage
It is a formal and somewhat stiff expression. It is used for abstract means, standards, or methods rather than everyday concrete tools. The form 〜をもってすれば is often used idiomatically to highly evaluate the power or effectiveness of something.
Formation
Attach をもって to a noun. The idiomatic form をもってすれば is also used with nouns.

今回の選考結果は、後日通知書をもってお知らせいたします。
こんかいのせんこうけっかは、ごじつつうちしょをもっておしらせいたします。The results of this selection process will be communicated at a later date by written notice.
