Explanation
Used to express that a situation has advanced as far as a certain point and only then finally reached a particular state, or that even after reaching such a point, a certain state still does not change.
Usage
It attaches to words expressing an unusual or serious stage that would not normally be expected. With 〜に至って, the following clause states what finally happened only after matters progressed that far. With 〜に至っても, the following clause states that even after reaching that point, things still did not change.
Formation
Attach に至って or に至っても to a noun or to the dictionary form of a verb.
Examples
死者が出るに至って、行政は初めて感染拡大の深刻さを認めたのだ。
ししゃがでるにいたって、ぎょうせいははじめてかんせんかくだいのしんこくさをみとめたのだ。Only when deaths began to occur did the authorities finally acknowledge the seriousness of the spread of the infection.
病気の牛が二十万頭近く処分されるに至って、社会的混乱までもが大きく報じられるようになった。
びょうきのうしがにじゅうまんとうちかくしょぶんされるにいたって、しゃかいてきこんらんまでもがおおきくほうじられるようになった。Only after nearly 200,000 diseased cattle came to be culled did even the broader social turmoil start being widely reported.
