Explanation
Used to express that something is not affected by, and does not depend on, how something turns out or what its condition is.
Usage
It attaches to nouns that have different possible states, levels, or conditions. The following clause states that those differences do not matter. It is a formal expression often used in notices, rules, and official statements.
Formation
Attach いかんにかかわらず or いかんによらず to Nの. Attach いかんを問わず also to Nの.

事情のいかんにかかわらず、個人情報に関するお問い合わせにはお答えしておりません。
じじょうのいかんにかかわらず、こじんじょうほうにかんするといあわせにはおこたえしておりません。Regardless of the circumstances, we do not respond to inquiries concerning personal information.
あすの試合の結果のいかんによらず、優勝できないことはもう決まってしまった。
あすのしあいのけっかのいかんによらず、ゆうしょうできないことはもうきまってしまった。Regardless of tomorrow's match result, it has already been decided that we cannot win the championship.
