The particle が marks the thing that is happening naturally.

Noun (natural phenomenon) + が + Verb

雪が降っています。

ゆきがふっています。

It is snowing.

風が強く吹いています。

かぜがつよくふいています。

The wind is blowing strongly.

波の音が聞こえます。

なみのおとがきこえます。

I can hear the sound of the waves.
