Pattern

Gives two contrasting or related examples and indicates that the speaker’s view applies equally to both.

Often used in comparisons, judgments, or general statements.

Used with two parallel noun phrases.

忙しいにしろ暇にしろ、連絡くらいはできるはずだ。

いそがしいにしろひまにしろ、れんらくくらいはできるはずだ。

Whether you're busy or free, you should at least be able to send a message.
